The AIDS Committee of York Region (ACYR) is a community-based, non-profit organization that provides support, education and promotes access to dignified care for people living with HIV/AIDS and affected by HIV/AIDS. We are currently hiring an experienced and highly motivated Program Manager who is passionate about harm reduction, has sound knowledge of HIV/Hep C and other STBBI transmission risks associated with sharing drug use equipment, understands the value of community-based and peer-led prevention program models, has strong community development skills, and is committed to enhancing health outcomes for marginalized and vulnerable communities.

Job Description
The Harm Reduction Program Manager will oversee the development, coordination and delivery of a new harm reduction program in York Region. The goal of this project is to reduce negative health impacts experienced by drug and substance users as a result of sharing drug use equipment. Through this project, ACYR will establish peer-led initiatives to increase access to harm reduction services, HIV/Hep C and other STBBI testing, and other health services for drug and substance using community members in York Region. Using harm reduction approaches, this project will help build the capacity of individuals and services providers in the region to prevent infections associated with sharing of drug use equipment. We aim to reduce stigma and discrimination toward mental health, addictions, and those using drugs in York Region.

Job duties include:

Program Design, Development and Delivery

  • Lead the development and implementation of community-based harm reduction based services for people who use substances and drugs in York Region to enhance low-barrier access to harm reduction supplies, education, information, resources and services for community members
  • Ensure application of evidence-based and promising practices related to harm reduction and HIV/Hep C prevention into program delivery
  • Develop and implement workplans to ensure achievement of program objectives
  • Develop Standards of Practice to build organizational/systems capacity as a community-based harm reduction site
  • Collaborate with Communications & Operations Manager to ensure development of new promotional and educational content/materials and regular updates to online and print communications related to harm reduction programs and services offered both onsite at ACYR and partner agency locations in York Region


  • Participate as an active member of ACYR’s management team
  • Collaborate with Communications & Operations Manager to review, update or develop, policies, standards and protocols to ensure coordination and consistency of operational practices related to harm reduction program and service delivery
  • Act as a liaison with community partners and key stakeholders in consultation with Executive Director

Human Resource Management & Supervision

  • Provide leadership and support to the Harm Reduction project team, including the Community Wellness & Engagement Coordinator, Harm Reduction Outreach Worker(s), and Peer Advisory Committee (PAC) members
  • Hire, coordinate training and orientation for, and supervise Harm Reduction Outreach Worker(s)
  • Recruit, engage, and coordinate capacity building activities for Peer Advisory Committee (PAC) members to support program design, development, delivery, evaluation, and knowledge dissemination

Partnership Development & Community Capacity Building

  • Develop Memorandum of Understanding (MoU) with York Region Public Health to establish a community-based needle syringe exchange program onsite at ACYR
  • Develop Memorandum of Understanding (MoU) with York Region Public Health to conduct rotating monthly STI, HIV and Hep C testing at community partner agency locations
  • Maintain relationships with key stakeholders and the community, ensuring mechanisms are in place for feedback and outcome reporting
  • Develop a network of service providers and referral pathways serving the targeted populations and liaise with other health agencies, program managers and service users to ensure coordination and continuity of care
  • Engage member agencies on the Harm Reduction Coalition of York Region and the Harm Reduction Sub-committee of York Region’s Opioid Education and Response Workgroup (OERW) in service provider and community capacity building opportunities
  • Support the planning and coordination of the Harm Reduction Coalition of York Region’s biennial forum
  • Lead or support coordination of knowledge dissemination activities for targeted community members and service providers

Program Evaluation

  • Partner with evaluation consultant and Executive Director to develop, revise and implement appropriate evaluation frameworks for program activities
  • Update Executive Director with progress on project goals and evaluation for funder reports

Financial Management and Administration

  • Develop and monitor program budgets
  • Monitor and submit receipts for program expenditures
  • Support development of grant applications and funder reports as needed


  • Adhere to ACYR’s policies and procedures
  • Other duties as assigned by the Executive Director


  • Bachelor’s degree Social Work, Health Sciences, or Human Services (Masters preferred)
  • 3-5 years of experience leading programming for populations experiencing complex health and social issues, with a preference for experience in a harm-reduction based setting
  • 3 years of experience in progressively responsible administrative and supervisory capacities
  • Sound knowledge of HIV/ AIDS, Hep C prevention, health promotion, and community capacity building
  • A strong understanding of and passion for Harm Reduction principles and practice is essential
  • Demonstrated commitment to working with diverse and marginalized populations, particularly around issues of race, HIV/AIDS, homelessness, addictions, and mental health
  • Demonstrated experience/knowledge of program planning and evaluation frameworks (i.e. Theory of Change, and Logic Models)
  • Demonstrated experience with community mobilization or development
  • Excellent computer skills including, proficiency in Microsoft office, including Excel, Word and Outlook, must have experience with client data bases
  • Suicide intervention (ASIST) is required with non-violent crisis intervention (NVCI) and first aid/CPR considered an asset
  • Exceptional leadership and supervisory skills
  • High ethical standards and professionalism with a demonstrated ability to maintain confidentiality
  • Ability to lead multiple programs, meeting all related deadlines and the ability to work well under pressure
  • High level of critical and logical thinking, analysis and/or reasoning to identify underlying principles, reasons, or facts
  • Excellent organizational skills, strong problem-solving skills and ability to flexibly manage multiple tasks
  • Excellent written and verbal communication skills
  • Ability to work outside regular working hours
  • Must have regular access to a vehicle, insurance and valid driver’s license
  • Vulnerable sector screening is required
